Thread for "TDRs" Paper Topic

This is a thread for those interested in writing about TDRs. Hopefully, we can use it to coordinate more effectively (plus -- it helps minimize frontpage clutter).

I would like to write about TDRs.

Perhaps we should brainstorm more thoroughly during or after this week's Thursday class about subtopics of interest (unless someone wants to propose an outline here)?

I'm in too. Here is a mini-outline:

TDR Basics
- definitions
- examples/best practices

TDRs and DAPAC height limits
- Building heights may be too low for economic development
- Grant TDRs intended for secondary sale to large building developers so allow enough height for cost-effecitve building

TDRs and Parcel Assembly in downtown
- Downtown Berkeley has many small parcels that aren't worth enough for owners to sell and thereby help others assemble the large parcels needed for new development.
- Owners of historic buildings are also largely frozen out of new development
- Use TDRs to compensate owners of small/historic parcels and make it worthwhile for them to sell (either the parcel + TDRs or just the TDRs) and facilitate large parcel assembly

TDRs and the DAP
- how to add TDRs to the DAP
- granting TDRs
- selling/using TDRs

I think I'm defecting to this group. What do people think about a sub-section on how TDRs can be used to promote historic preservation, since that is one of the hot topic issues when it comes to new development downtown?
